The decision to transfer Gauteng's four academic hospitals to the national Department of Health was in line with provisions of the National Health Insurance NHI Bill. The department says there is nothing untoward about the move announced by Premier David Makhura. During his State of the Province Address on Monday, Makhura said he wanted Chris Hani Baragwanath, Charlotte Maxeke Johannesburg, Steve Biko and George Mukhari to be run by the national department instead of the province. Makhura said: "It is our view that the four central hospitals must be the responsibility of national government because they service the whole nation. “Over the years, we have spent much more of our provincial budget subsidising central hospitals instead of strengthening primary healthcare." Makhura's spokesperson Vuyo Mhaga said the plan was a statement of intent and there were no time frames yet. "The competence of those four teaching hospitals is the responsibility of the national department. The idea here is the resources committed to those hospitals by the province should rather be used for primary healthcare. We want all of our people to have access to that instead of just going to be a strain on major hospitals." Department spokesperson Popo Maja said: "The NHI bill actually proposed that all teaching hospitals must be national assets so they can be available to all the people of South Africa." The government has promised that the NHI would be introduced soon. Mhaga said the provincial department spent a large amount of their budget on the academic hospitals. The four hospitals' combined budget this year is R14.2 billion 28% of the total R50.8bn health budget. Mhaga said Health MEC Dr Bandile Masuku and Minister Dr Zweli Mkhize would decide the best way of moving the hospitals. They wanted to put the best provincial resources into improving clinics "to make sure we strengthen primary healthcare". But DA health spokesperson Jack Bloom said: "Makhura is admitting failure to run these hospitals properly and his proposal for the national department to take them over would be a disaster. It would dangerously fragment the health system in Gauteng. Accountability would also suffer if they were taken away from provincial control."
