The Council for Medical Schemes (CMS) is going ahead with its plan to establish a central repository containing the details of all medical scheme patients in the country. Medical schemes have until 31 August to enrol on a pilot programme for the repository. According to the CMS, it has already concluded a pilot programme with GEMS that has proved to be extremely useful and is now inviting other schemes to participate in a similar pilot. In a Circular published earlier this month, the CMS says the central database will benefit the medical scheme industry in various ways including: • The preservation of a member’s history for life under one beneficiary ID number • Verification of patients’ membership status who have medical aid cover and are visiting state facilities • Demographic reporting which will aid health planning • Future linkage to the NHI Health Patient Registration System. • Schemes enrolling for the pilot programme will have to sign a Non-Disclosure Agreement together with a Memorandum of Understanding before the exchange of data. Data will be sent over Hyper Text Transfer Protocol Secure, which is a protocol that is used to secure communication between two parties. Schemes that enrol for the pilot programme are expected to send their first data dump file consisting of 10 000 members to the CMS between 1 August and 31 October to test the system and address possible problems. The next phase that will require schemes to send the data of all their beneficiaries will commence on 1 November to 29 February next year. According to the CMS, only limited data from scheme members are required including names, ID numbers and addresses and will exclude clinical details. It says all possible measures have been taken to protect the privacy of members and ensure that the information doesn’t end up in the wrong hands.
